The buff is given at the start of the battle and lasts forever (The SPD decrease comes before the check). It won't be removed if SPD runs above the limits during the battle.
When the wearer summons a memosprite, the memosprite is given the same buff as the wearer's. It does not depend on the wearer's current SPD.
